Quick Answer
What New Construction Plumbing Includes
New construction plumbing covers designing and installing an entire plumbing system into a structure that does not yet exist, such as a new single-family home or new detached ADU, including supply, drain, waste, and vent lines sized from scratch and the connection to water and sewer service. New construction commonly includes inspection of under-slab or underground plumbing before it is concealed, followed by rough and final plumbing inspections as applicable. The exact inspections depend on the approved plans and project scope. ADU utility requirements also vary by how the unit is created and by the serving agency. Call 805-285-4021 for a free estimate.
The Right Service Boundary
What New Construction Plumbing Covers
New construction plumbing is what happens before a structure exists, designing and running an entire system into open framing or under a slab that has not been poured yet. This is different from remodeling plumbing, which works within a structure that already stands, and different from fixture repair, which fixes what is already installed.
If your project is an addition, a garage conversion, or any work inside an existing building, that falls under remodeling plumbing instead. New construction covers a new single-family home built from the ground up, or a new detached ADU.
New Single-Family Homes
A complete plumbing system designed and installed from the foundation up.
Detached ADUs
A full standalone plumbing system, often built alongside a new main house.
Existing-Structure ADUs
Existing-structure ADUs and garage conversions are remodeling projects rather than ground-up new construction, so we route that work to our Remodeling Plumbing service.
Home Additions
Additions attached to an existing home are also routed to Remodeling Plumbing because the work ties into a structure and plumbing system that already exist.

Sequenced Before Concealment
Inspection Stages in New Construction
New construction commonly includes inspection of under-slab or underground plumbing before it is concealed, followed by rough and final plumbing inspections as applicable. The exact sequence depends on the approved plans, foundation type, and project scope.
Where plumbing will be buried below a slab, that work must be laid out and inspected at the appropriate stage before concrete makes it inaccessible. We plan those underground and rough-in stages with your builder so the plumbing sequence stays aligned with the construction schedule.
Underground or under-slab work is laid out before it is concealed or the slab is poured.
Rough-in work is completed in open framing before insulation and drywall.
Final plumbing aligns with fixtures, finishes, approved plans, and the applicable final inspection.
Built for the Actual Plan
Sizing the System From Scratch
A new plumbing system is not sized by guesswork. California’s plumbing code uses fixture-unit tables to size supply and drain lines based on the actual number and type of fixtures the home will have, so a five-bathroom house and a two-bathroom house are not run on the same size pipe just because both are residential.
Undersized main supply or drain lines are a genuinely difficult and expensive problem to fix after a slab is poured or walls are closed, which is why getting this calculation right before installation matters more here than almost anywhere else in the project. Water-heater selection is based on expected hot-water demand and the characteristics of the chosen system rather than simply choosing a tank size from the shelf. We calculate this for your specific plan rather than defaulting to whatever was used on the last job.
A new build is also the right time to decide between a tank and a tankless water heater from the start, since the two have different space, venting, and gas or electrical requirements that are far easier to design in from the beginning than to retrofit later. If you want the fuller comparison, we cover gas, electric, and heat pump tank options on our Water Heater Installation page and tankless-specific considerations on our Tankless Water Heaters page.

Project-Specific Utility Rules
ADU Plumbing and Utility Connections Under California Law
California ADU law treats utility connections differently depending on how the ADU is created.
Certain ADUs within existing development receive protections against mandatory separate utility connections, while an ADU constructed together with a new single-family home can be treated differently and may be subject to a separate connection and proportionate fee. The serving utility makes the project-specific determination. Connection, metering, submetering, and capacity requirements can also differ by provider, so we confirm the current requirements for the property rather than assuming a separate meter is or is not required.
Is it a detached ground-up unit or work within existing development?
Which agency decides the connection, metering, and capacity requirements?
Is the ADU being constructed together with a new single-family home?
We identify which ADU scenario applies to your project during the estimate and flag any utility-connection, metering, or capacity considerations that need to be confirmed with the serving agency before installation.

Connection and Elevation Matter
Sewer Lateral Connections for New Homes and ADUs
Whether an ADU can connect through the property’s existing sewer lateral depends on the serving wastewater agency, the approved plans, and the condition and capacity of the existing lateral. We confirm the required connection arrangement for the specific property before installation. Where the existing lateral will serve additional fixture load, evaluating its condition and capacity can help identify problems before the new unit is connected.
If the elevation between the new structure and the sewer connection does not provide adequate gravity fall, the drainage design may need another approved solution. We evaluate elevation and connection conditions as part of the new construction estimate rather than assuming a standard gravity connection will work.
If an existing lateral needs diagnosis or repair before the new connection, see our Sewer Line Repair service.
Plumbing Must Match the Build Schedule
Coordinating With Your Builder or GC
New construction plumbing is sequenced tightly around the rest of the build. Underground lines have to be in and inspected before the slab pour, rough-in has to be complete before insulation and drywall, and fixture installation has to align with the finish schedule.
We work directly with your builder or general contractor to hit each of these windows, since a missed underground inspection before a scheduled pour is a costly delay for the entire project, not just the plumbing.
If you are your own general contractor on an ADU or smaller new-construction project, we can walk you through the sequence directly, including what needs to happen before we can start each stage and what other trades typically need from us before they can proceed with their own work.

A Written Project Estimate
What Affects New Construction Plumbing Cost?
New construction plumbing costs depend on several project-specific factors:
- The size of the home or ADU and the number of fixtures and bathrooms.
- The distance and layout between the structure and the water meter and sewer connection point.
- Whether the lot presents grading or lateral fall challenges.
- Whether the project is an ADU subject to a separate utility connection fee.
- Whether a tank or tankless water heater system is chosen, since each has different installation requirements.
- How tightly the plumbing needs to sequence with the rest of the build schedule.

Project Planning Questions
New Construction Plumbing FAQs
What is the difference between new construction plumbing and remodeling plumbing?
New construction plumbing designs and installs an entire system for a structure that does not yet exist. Remodeling plumbing works within or ties into a structure and plumbing system that already exist. New construction commonly includes inspection of under-slab or underground plumbing before it is concealed, with the exact inspection sequence depending on the approved plans and project scope.
Do I need a separate water meter for my ADU?
It depends on how the ADU is created and on the serving utility. Certain ADUs within existing development receive protections against mandatory separate utility connections, while an ADU built together with a new single-family home can be treated differently. Connection, metering, submetering, and capacity requirements should be confirmed for the specific property.
Can my ADU connect to my existing sewer lateral?
Possibly. Whether an ADU can use the existing sewer lateral depends on the serving wastewater agency, the approved plans, and the lateral’s capacity and condition. We verify the required connection arrangement for the property before work begins.
How is a new home’s plumbing system sized?
California’s plumbing code uses fixture-unit tables to size supply and drain lines based on the actual number and type of fixtures, and water heater capacity is sized to fixture count and occupancy rather than chosen arbitrarily.
What inspection stages does new construction plumbing require?
New construction commonly includes inspection of under-slab or underground plumbing before it is concealed, followed by rough and final plumbing inspections as applicable. The exact inspections depend on the approved plans, foundation type, and project scope.
Do flat lots cause problems for new sewer connections?
They can. If the elevation between the structure and sewer connection does not provide adequate gravity fall, the drainage design may need another approved solution. Elevation and connection conditions should be evaluated during design.
Should I choose a tank or tankless water heater for a new build?
New construction is the easiest time to make this decision, since each option has different space, venting, and gas or electrical requirements that are simpler to design in from the start than to retrofit later. We will walk through the tradeoffs for your specific plan.
